RNG for shell damage (and probably pen) uses a bell curve for distribution. It's unlikely to get min/max, more likely to get near the centre. Accuracy is the same regardless of aim. IIRC, it uses a bell curve as well, except that the top of the bell is more pointed, ie, it's unlikely to have perfect aim, but be slightly off.
